Being on the road with a three-year-old and two-year-old, you WILL bring toys. The question then is: How do we control and maintain this situation? I thought I found a solution...I thought.
Here's what I did:
1) Bought 3 baskets (Dollar Store), 2 small green ones and 1 larger white one.
2) Bought velcro (Dollar Store).

2) Bought velcro (Dollar Store).
3) Cut and stuck velcro to the bottoms of the baskets (keep the bottom and top together and keep the paper on the side up).
4) Decided where I was going to stick them in the van (one green one on each side and white basket in the middle of the safety seats)
5)Peel paper off and press the baskets in as firmly as possible.
6) Filled each green basket with personal toys and favorites.
7) Filled the white one with mutual toys and books.

8) Secure again
Secure my ass! Hubby said it wouldn't last. It didn't! BUT it is a great idea if you have better-mannered kids who'd rather play with their toys than ripping off the baskets and either putting said baskets on their heads or ripping off the velcro to amuse themselves with the annoying sounds!
Or...older kids. Yeah, save it for the older ones.
